You have one of two options: one, if you want to try it is to threaten to resign and see if that helps. However, I would recommend againt that because it seems like they have at least hinted to you (based on what is above) how to get a better position and that requires at least one publication. This is what you will have to do: get that publication out and in press or in print. YOU have to be the one to push for this and push at every point, every oportunity, etc.

You need to go to such a conference and you need to get an abstract AND hope to get to be invited speaker. You absolutely have to push on this. Scientists can't just sit in the back room and play with little games on computers. I think the guys around you are not bending over backwards to help you but then from all you describe above, they are laying little hints as to what to do. You can also go and tell them about how everyone else is geting more help than you, or someone else gets a position and you don't get a position, and ask for a little more "promise" to link a promotion with production of results by you. They may also be affraid, however, that if you get a promotion, then you maybe will not work any more, either.
