This is mommy guilt here.. Yes, Pillbug is 22 months and he's not walking yet. He is developmentally quite far behind his peers (no real pincer grasp, doesn't point, can't walk, can't put shapes into holes, etc.). She's not disinterested or unenthusiastic, just not educated, but then, I'm learning that I cannot expect that, even if she's taken care of lots of kids before.

As Amy pointed out, Pillbug does get to feed himself for breakfast and dinner, so that should be sufficient practice, so it's okay that the nanny feed him.

She does listen, so that is good. And you're right, a lot of this is cultural. As another example, she's mortally afraid that Pillbug will be cold, so in this 70-degree house, Pillbug is usually wearing a heavy sweater. The only reason he's not wearing socks is that he pulls them off himself (and I've told her strenuously many times to let him be barefoot in the hopes it helps him learn to walk).
