Do you really think that she honestly believes that dh hates her, or is this a red herring that she throws out to distract you when she wants to get her way? Either which way, I'd deal with this issue in person at some point, rather than in e-mail.
"You know mom, I've really been thinking about what you said about dh not liking you (downplay the hate word-concept). I'm not sure where you got that idea. You know dh, he's shy and quiet and doesn't talk much, even to his own family. He probably feels like he doesn't have much in common with you and just doesn't know what to say. You know he's never been much into small talk. He's like this with everyone, including his own family, unless they are into cars or computers. He's always been this way, and I promise, he does not dislike you."

Then, I'd ask dh to make a little bit more of an effort with your mom -- learn to make sure to say hello and goodbye to her each time he sees her, and ask specific small talk questions or comments, and rotate them when he sees your mom. Again, unless you think she's just a manipulative drama queen, in which case I wouldn't ask dh to change his behavior. --
