I hate to barge in on Amy's post, but I had a few more thoughts...see below.
It takes a lot longer than 3 for a child to make "logical choices based on punishment-lack of reward." I know many teens who don't do this yet. Seriously. I think Amy explained it well.
I think some of this is personality and some of it is the environment. My 2 1-4 year old daughter is very mellow. She has ALWAYS been able to play by herself, concentrate on toys or activities, and is very independant. My 7 month old is doing a pretty good job so far. I joke that I parent by neglect, but really, I just let them do their thing while I'm doing mine for large parts of the day. I appreciate an independant child, so I try to foster that. Some kids just need more attention and coplay time -- they always want a partner in crime, and do not like to do it by themsevles.
I said the same thing, basically. Great minds think alike. Of course, we could be way off base, but it's worth putting out there.
He may not. He may just be a busy super active toddler. You're going to have to work on Plan B, in case he doesn't magically mellow out on his 2nd birthday. Good luck. --
