None of that sounds unreasonable for a 5 month old - whether it's practical for the nursery is another matter.
I don't know what's available to you, but just as a point of comparison, the nursery that we use has a maximum of 3 children per adult in that age group (I think this is a legal maximum too - we're in the UK), and in practice 2 per adult was more common. With that kind of ratio, it's practical to have someone devoting half an hour or more to getting one child to nap. With 4 children per adult, I can't imagine how it could be. So yes, I'd say if at all possible, find somewhere with fewer children per adult. (I'm saying it this way to avoid terms like high-low ratio - you actually have it backwards in your post :-)
However, I'll also say that babies can be surprisingly quick at picking up different routines for different places - so trust your instincts. If he's really unhappy, obviously you need to change something. If it's just that he's not quite getting enough sleep because they're not doing what it takes to get him to sleep, maybe he'll start sleeping their way faster than you think.
